England’s planning framework now gives stronger in-principle support to housing near well-connected train, tram and underground stations. The change concerns planning decisions; individual proposals still need to meet the relevant requirements.
What has changed in England?
The Ministry of Housing, Communities and Local Government announced the changes on 17 August 2026 as part of a revised National Planning Policy Framework. The government says there will be a default “yes” for suitable housing within reasonable walking distance of well-connected stations, together with minimum expectations for housing density in those locations.
That wording does not mean every application near a station must be approved. Individual proposals still have to meet the relevant planning policies and standards. However, the framework is intended to give clearer national support to development in sustainable, well-connected places and to reduce duplication between national and local policy.
The wider package also includes a national minimum expectation that 40% of homes on major developments are accessible, stronger protection for community facilities, and changes intended to make planning decisions faster and more proportionate. The announcement says the framework will support shops, leisure facilities, clean energy and other development as well as housing.
