England and Wales: new review route for persistent antisocial behaviour

In England and Wales, victims of persistent antisocial behaviour will have a new way to challenge how local agencies handled their complaints from 26 October 2026.

The Home Office’s guidance, updated on 6 October, explains the new Local Policing Body Review. It builds on the existing ASB Case Review, which brings agencies together to examine their response to repeated reports.

The further review can follow a refusal to hold an ASB Case Review because agencies said its threshold was not met, or a completed case review. The local policing body must consider that the original case-review threshold was met. Applications must come from the original case-review applicant or someone acting for them with their consent.

For landlords helping a tenant who is affected, this offers another route to question the agencies’ response. The review can confirm earlier recommendations or suggest further action, but it does not guarantee a particular enforcement outcome.

Where to find the procedure

Look for the ASB Case Review information on your council’s website and the further-review procedure from your local policing body, such as the Police and Crime Commissioner’s office. The new arrangements must include an application contact. Keep complaint dates and reference numbers, the case-review decision and the reasons you want it examined together.

Continue reporting new incidents through the usual council or police channels while seeking a review.
