HMO fine over dangerous conditions: what landlords should check now

A landlord pleaded guilty to seven HMO management offences after an investigation by City of Lincoln Council. Property Industry Eye reported a £4,000 fine, £2,000 in costs and an £800 victim surcharge. The case followed tenant concerns and fire-safety risks at a Tempest Street property.

What happened at the property?

The investigation began after tenants raised concerns. Lincolnshire Fire and Rescue identified immediate fire-safety risks during a January 2025 visit. Council officers later found electrical hazards, damp and disrepair, and an Emergency Prohibition Order was served because occupants were at imminent risk.

The report also said a second person acting for the landlord accepted a caution for an offence under the Protection from Eviction Act 1977.

Responding to a safety concern

If a tenant reports a hazard, arrange an appropriate assessment and any urgent work. Tell them what will happen next and follow up to make sure the repair solved the problem. In a shared house, faults in escape routes, alarms or communal facilities can affect several households.
